Local Government Performance - Is measurement needed?

The average local government in Canada spends approximately one dollar in thirteen of household income and manages capital assets of valued at around $18,000 per household. Considering the size and importance of Local Government in every Canadian community, its performance is an important but under scrutinised determinant of community economic and social outcomes.
